Privacy Policy
What this website collects, why we collect it, and what you can ask us to do about it.

This document is a draft prepared for review. It must be confirmed by Hopper Insurance Services and reviewed by the agency's legal counsel before it is published as the agency's privacy policy.
Effective date: 1 September 2026. We review this policy when our practices change and will date any revision here.
Everything else below describes what this website actually does today, as verified against the site itself.
What We Collect and Why
This is a small website. It has four forms on it, and everything below follows from that.
What the forms ask for
There are four: the contact form, the Medicare questions form, the request for a fifteen minute call, and the Turning 65 checklist. Between them they ask for your name, your email address, your phone number, and whatever you write in the message box. Some ask where you are with Medicare, when you turn 65, and which times of day suit you for a call. None of them asks for a date of birth, a Social Security number or a Medicare number, and none asks about your health, your conditions or your medications. Where a form has a free text box, it says to keep medical details out of it.
Why we ask for it
So that a licensed agent can read your question and get back to you. That is the only reason. We use what you send to answer you, to prepare for the conversation, and to keep a record of what you asked. We do not use it to build a marketing profile.
How the form actually sends your message
When you submit a form it is sent to a small program running on Cloudflare, the company that hosts this website. That program writes a copy of your enquiry to Cloudflare's storage, then emails it to our office at Google Workspace, where we read it. The copy on Cloudflare exists only so that an enquiry cannot be lost if the email fails, and it is deleted automatically after ninety days. No other company is involved, and nothing you send is passed to an advertiser, a data broker or a lead buyer.
If you call or email instead
Calling (805) 966-4900 or writing to our office address gives us the same kind of information, plus whatever else you choose to tell us. It is handled the same way and for the same purpose.
Once your message reaches us, it lives in the agency's email and in whatever notes an agent takes about your enquiry. Specifically: an enquiry sent from this website arrives in the office mailbox at connie@bobhopperinsurance.com, which is a Google Workspace account, and a copy is kept in a Google spreadsheet so that nothing depends on a single inbox. If you reach us by phone or text instead, that call, voicemail or message is carried and stored by 8x8, our telephone and messaging provider.
If you go on to apply for coverage, that application is a separate process run by the insurance carrier, and it collects far more than this website does. It is covered by the carrier's own notices and by the disclosures we give you at the time, not by this page.
Sending the Form Means We May Contact You
An insurance enquiry only works if someone gets back to you. When you submit the contact form, you are asking a licensed sales agent to reach out, and you are consenting to be contacted by email or by telephone about your question.
The consent shown on the form
This is the notice that appears directly above the send button on our contact page:
"By submitting the information above, you are agreeing to be contacted by a Licensed Sales Agent by email or phone call to discuss information about Medicare Insurance Plans. This is a solicitation for insurance."

Consenting to be contacted does not obligate you to buy anything, and it does not enroll you in a plan.

You can tell us at any time to stop contacting you, and we will stop. Call the office or reply to any email from us.

Providing a phone number is optional. Leaving it blank simply means we will reply by email.
Text Messages
If you give us a mobile number, the following terms apply. This is the agency's existing text messaging disclosure, reproduced in full.
Text messaging disclosure
By providing my phone number to “Hopper Insurance Services”, I agree and acknowledge that “Hopper Insurance Services” may send text messages to my wireless phone number for any purpose. Message and data rates may apply. Message frequency will vary, and you will be able to opt out by replying “STOP”, assistance can be found by texting “HELP”. Mobile information is not shared
No mobile information will be shared with third parties/affiliates for marketing/promotional purposes. All the above categories exclude text messaging originator opt-in data and consent; this information will not be shared with any third parties.
In plain terms: replying STOP to a text from us ends the messages, and texting HELP gets you assistance. Your carrier may charge you for messages according to your own mobile plan. We do not sell or rent your mobile number, and we do not pass your consent to text you along to anyone else.
We do not run a marketing or promotional text messaging program, and we do not send bulk or automated marketing texts. We do use text messaging in the ordinary course of doing business with you: replying to a question, following up on a voicemail you left, and arranging appointments.
Our telephone and messaging service is provided by 8x8, Inc. Calls, voicemails and text messages to and from the office are carried and stored by 8x8 as part of providing that service, which means anything you say in a voicemail or a text reaches them as well as us.
Cookies, Tracking, and Third Party Services
The short answer is that this site does very little of this. The one thing it does do is worth telling you about plainly.
No cookies from us
This website does not set cookies of its own. There is no login, no shopping basket, and nothing that needs to remember you between visits.
No analytics, no ad pixels
At present the site runs no analytics package and carries no advertising or social media tracking pixels. We are not following you around the internet, because we have not built anything that could.
Fonts are loaded from Google
The typefaces on this site are served by Google from fonts.googleapis.com and fonts.gstatic.com. Loading them means your browser contacts Google directly, which discloses your IP address and basic browser information to Google. That happens on every page of this site, whether or not you use the form.
We do not control what Google does with the information its font service receives. Google's own privacy notice governs that. If this matters to you, a browser extension that blocks third party requests, or a privacy focused browser, will prevent it, and this site remains readable without the fonts.
The site is also hosted somewhere, and web hosts routinely keep server logs that include visitor IP addresses. That is normal operation rather than something we use for marketing.
We Do Not Sell Your Personal Information
Hopper Insurance Services does not sell personal information, and does not share it with other companies for cross context behavioral advertising. We are not a lead generator. Your enquiry is not a product we resell.
Who does see your information

The licensed agents and staff of this agency, so that someone can answer you.

An insurance carrier, but only when you decide to apply for or change coverage, and only what that application requires.

Regulators, or anyone else, where the law requires us to produce records or where we must do so to establish or defend a legal claim.
How long we keep it
We keep an enquiry for as long as it takes to answer you, and then for as long as the agency's record keeping obligations as a licensed California insurance agency require. Records connected to a policy we placed are kept longer than a general question that went nowhere. When a record is no longer needed for either purpose, it is disposed of.
We keep website enquiries for as long as it takes to answer them and to serve you if you become a client, and we keep client records for as long as California insurance record keeping rules and our carrier agreements require, which is the longer of the two in most cases. When neither reason applies any more, we delete them.
Your California Privacy Rights
California residents have specific rights under the California Consumer Privacy Act and the California Privacy Rights Act. These are yours to use, and using them costs you nothing.
The right to know
You can ask what personal information we have collected about you, where we got it, why we collected it, and who we disclosed it to. We will tell you.
The right to delete
You can ask us to delete the personal information we hold about you. We will do so unless the law requires us to keep it, which for an insurance agency it sometimes does. If we have to keep something, we will tell you what and why.
The right to correct
If what we hold about you is wrong, you can ask us to fix it. Given that most of what we hold came from you in the first place, this is usually a quick phone call.
The right to opt out of sale or sharing
You can direct us not to sell or share your personal information. We do not sell or share it in the first place, so there is nothing to switch off, but the right is yours and you may exercise it.
How to Make a Request
There is no form and no portal. Call the office at (805) 966-4900, or send an email to connie@bobhopperinsurance.com, and say what you want us to do. Tell us plainly that you are making a California privacy request so it is not mistaken for an insurance question.
What happens next

We confirm we received your request, and we respond within the time the law allows.

We have to be reasonably sure you are who you say you are before we hand over or delete anything. In practice that usually means we will ask you to confirm details we already hold, such as the email address or phone number your enquiry came from. If we cannot reasonably verify who you are we will tell you why rather than guess, and we will not ask you for more sensitive information than the request needs.

An authorized agent may make a request on your behalf, with proof that you gave them permission.

We will not discriminate against you for exercising any of these rights. You will not be denied service, charged differently, or given a lesser level of help because you asked.
Scope, Changes, and How to Reach Us
What this policy covers, and what it does not
This policy covers this website and the enquiries that reach us through it. It does not cover the websites of insurance carriers, Medicare.gov, Covered California, or any other site we link to, each of which has its own privacy practices. It also does not cover the separate notices you receive from a carrier when you apply for coverage.
A note on health information
Please do not send medical details, a Medicare number, or a Social Security number through the contact form or by ordinary email. The form does not ask for them, and email is not a secure channel. If we need that kind of information to help you, we will arrange a safer way to collect it. A general question sent through this website is not medical record information, and this policy makes no claim about the handling of protected health information.
Children
This website is meant for adults shopping for insurance. We do not knowingly collect personal information from children. If you believe a child has sent us information through this site, call the office and we will remove it.
Changes to this policy
If the website changes, this policy has to change with it. Adding an analytics tool, a scheduling widget, or a form that stores submissions on a server would all require an update here before they go live. When we revise this page, we will change the effective date shown at the top.
